He understood that he wasn't welcome here, and was regretful of his intrusion in the first place. He was almost ashamed of him coming here at all, but shame and regret could never be held on to, for shame and regret were only obstacles which impede one's own progress.
No, that's not it at all. Minoru wasn't at all regretting himself having come here, but regretting that a fellow captain would be so ashamed of his own weakness to reject the advice of his superiors. Masaru was acting like a foolish, foolish child. Too full of arrogance to trust the people who care for him.

"I can tell you don't like me, but please just listen to what I'm going to tell you, even if you chose to cast aside what I have to say, Masaru," Minoru clearly stated, looking the younger shinigami in the eyes.
"If you do wish to get stronger, it will not happen through training alone. What matters is resolve and the determination to fight for what you believe in even if against all odds. And I'm not telling you this as a fellow captain, but because it's what I know to from years of first-hand experience."
His words said and done, turned his back to the scene. He might as well continue take a walk, no use waste a nice day while it lasted. It was due to rain soon anyways.
"Take care of your health, Masaru-chan, we can't afford losing you if you beat yourself up." He added at the end, making his leave.
