So basically this is an idea I had that I think could go places. This is not confirmation that I'm going to do it, just a look at what's in my head. Sort of testing the waters, seeing if there's any interest in the idea. And keep in mind what's presented here is not necessarily set in stone, it's just how it sits in my head right now.

In 2017 the “Mutant” gene was discovered, scientist might argue that nomenclature but the term was made popular by drawing comparisons to fictional settings pre-dating the discovery. By all appearances making such a relation was not far off course; the abilities present in holders of the gene were just as varied, and dangerous as could have been imagined. The question of “Why?” the gene began to activate en masse was soon forgotten in favor of “What?” should be done about it as the pure scope of some individual’s power became evident.
At first calmer minds prevailed, trying to find a diplomatic route through the quagmire while preserving the afflicted individuals human rights. This would not last.
Just as in the fiction preceding it some men could not have power without using it, believing they could claim a higher place. Conflict broke out across the globe, and while most “mutants” were simply trying to live regular lives, the few radicals were set to make that impossible for them. In most places the riots were quickly calmed, and peace restored; but in the Continental United States riots turned into insurrection, and from there to open conflict that lasted three months.
During that time the governments of the world met, and came to a clear consensus as to what should be done with this emerging sect of humans. Small islands and other defensible areas were appropriated as “Reservations” to which all possessing the gene would be shipped. There they would be free to create their own society, living however they wished leaving both human and mutant to be free of one-another’s influence, and dangers.
A hundred years passed and this is now the way of the world. The majority of the Reservations have long since left their past behind, and while there is always a sense of resentment that humanity has weapons at the ready to purge them at the first sign of trouble; the majority of Mutants live their day-to-day lives without thinking about the outside world. Their small Reservations growing to be large cities at sea; complete with their own governments, business sectors, and community lifestyle.
But one has not given in to their “lot in life”, they have not forgotten, and the semblance of normalcy that permeates the others is not at all present. Detroit, the Mutant Penitentiary.
When the mutant leaders who spearheaded the rebellion in the Americas began to be pushed back they eventually retreated to the city of Detroit, where they intended to wage one last battle. Instead the city was surrounded by much of the United States military might, trapping the violent leaders inside, while the city itself was evacuated. When the decision to open the Reservations had been passed, a plan for dealing with the more violent elements had been put in place.
The United States leadership knew that killing or apprehending the major perpetrators of the rebellion would cost thousands of lives, if not more. And unleashing heavy weaponry, or even WMD’s on their own soil was out of the question. And so with the leadership now cornered within Detroit and its civilianship evacuated they began construction on the Detroit Mutant Penitentiary. Rather than capture the rogue mutants and take them to a jail, they instead built a jail around the mutants.
Walls high as skyscrapers, manned by a small army, and equipped with countless automatic defenses. In the future any mutant brought in that was perceived as a “problem” would find themselves sent to the penal colony. Over time this included felons from other countries, adding both to the city’s population, and to the defense force ensuring they remained inside as those countries bequeathed the US with military assets for safe keeping.
Both the leadership that the jail had first been built for, and the thousands of criminals since shipped there have ensured this is a place that can never reach a state of normalcy. Even a hundred years later it is still an eternal territory war between a thousand small gangs, each opting for a piece of the massive remains of the abandoned Detroit laying within the protective walls. The little semblance of society that can be found is a perversion of its true form, and what business exists is always corrupt. For some this is enough, others want the whole of Detroit, and still other more far minded forces seek a way out…and perhaps even revenge on the outside world.
But whatever someone is driven by in Detroit, one thing is clear, they will only succeed atop a mountain of corpses. That’s the mutants lot in life.
