Do we need to use the character that is in the book or can we make one up?
Also is there any special abilities that you can't make up?

Splendid questions I am glad to answer.
Because this site is completely non-canon, there are no actual characters from the manga allowed, so all characters are completely made up. No references to Aizen, or Ichigo, or Urahara, or any other character created by Tite Kubo whatsoever from the actual Bleach storyline.
As for special abilities that you can't make up, if you mean what limitations there are to attacks and what-not, they will be addressed specifically after you submit the character and await administrative review for approval. Our administrator Goldenkitten can be very picky with abilities regarding limitations and drawbacks.
