Alright...first...
I have my own theory about this, feel free to argue against it but I feel it at least has validity since there has never been enough canon info to give a concrete answer. I want to say no, they cant procreate because they are spirits and as far as I have come to understand it SS and the real world are a constant circle. Those who die in the real world go to SS and those who die in SS lose their spirit which becomes one with SS and the soul energy that comprised their form goes back to the stream to be reborn. While these two places do seem to be a circle the evidence we have seen suggest that the real world is a “lower existence” and SS is a “higher existence”. We have never been given reason to doubt people in SS don't remember their human lives (a few RP characters not withstanding) but we know humans never remember their lives in SS or a prior life. I attribute this to what I explained above, that I don't think the circular energy keeps the same form, instead that energy is split apart and re-birthed into a new person when a shinigami or anyone else in SS dies.
Thats why they fight Hueco Mundo, it is an affront to this circle by completely removing spiritual energy from the continuous stream leaving a hole. One might argue hell does the same but it is a valid part of the way soul energy is utilized from how Rukia explained it. While I have no proof I like to imagine that perhaps what happens in the Bleach hell is that the spirit is torn asunder into fresh spiritual energy with no prior persona and re-injected to rebirth with more energy in the real world without the chance to continue in SS. This part about hell is obviously my biggest guess since we know nothing of hell but at the same time its my way of explaining what seems to be a canonical hole in the “circular stream” theory.
So as far as I see it having birth in SS is impossible because that would insinuate that a new soul had been created outside of the real world which seems to be the place where the soul stream accumulates and births new life from seperated spirit particles.
I consent that much of this relies on my own theory on how the Bleach universe runs but this is an opinion thread and much of what I base this theory on still has much cannon evidence. The greatest of this is that we have seen no canon evidence of it and in a world as big as Bleach it seems likely it would have come about by now.

Moving on from being a big party-pooper like someone else I agree this has possibilities. Plus this is an RP, canonical or not we can do as we wish in the end and if the Arrancar can do it as pointed out so can the Shinigami.
So go for it...it could be fun.
(P.S: I would argue the royal family part but since both sides of the discussion are possible thats one of those situations where that whole “Arguing ______ online is like performing in the special Olympics with one wheel” statement is really validated.)

I just now thought of an explanation that can suit everyone in my opinion, but I may be wrong. People in Soul Society can reproduce, therefore new lives can be created in Soul Society, because even if you are born in Soul Society you are still a part of the cycle and you'll still grow old and die and be recycled into the new world like everyone else which can possibly help explain the raising human population.
As for anyone who says contrary because in Soul Society you're dead, I disagree because you are only dead while you are a plus in the living world with a chain of destiny sticking out of your chest. When Ichigo and company invaded Soul Society, Orihime, Uryuu, and Chad never died, they just went through a spirit particle converter. The people in Soul Society aren't dead, they are just composed of spirit particles.

Well in terms of how this is applied in the canon manga/anime I have to disagree, it does not seem to fit what we know of the cycle. Regardless its a fine explanation for the RP since its silly to limit creativity so long as there is no canon material directly stating otherwise. Anyway I won't carry on about this, its fine for the RP and since thats all that matters on this board that is what will be done.
