Recent History
Four Years Ago
During the Third's time of rule, it was quite obvious that Iwagakure was as peaceful as it was going to get. People were happy, no matter if their spirits were pure, or tainted. They continued on with their lives, Iwagakure and Konohagakure erupting into small pointless battles here and there, which would knock out some of Iwa's Shinobi, as when more would step up to take their place. This was how it had been for years, the noble Rock Village very unmoving, and resistant to change. Thus was the reason all three previous Tsuchikage's had been large, muscled males, all of which who led their village into war with a level head and well thought out battle strategy.
Defense was always the key.
But four years ago, the Third Tsuchikage died a noble death, while sealing away one of the Ten Jinsei, a crazed shinobi who had lost it mind, and had submitted to the Wolf instincts that had been scientifically placed in his gene pools. After being aided by Tsue Hitomi, a female who had been proclaimed dead for a few years time before, he performed one of the Earth Country's oldest sealing Jutsu, one of which that encases the Shinobi and it's target in solid marble, their bodies eventually molding into the rock to become a solid statue.
To this day, the two statues face each other, one with it's snout curled in the ugliest of snarls, the other with a calm face, his hands formed in the seal of the boar.
The year after the Third's death went by horrifically slow, pulling the village of Iwagakure into a poor state, of which it's people began to suffer, and crime rate skyrocketed. The council was in utter confusion, the Third hadn't left an heir or a recommended Shinobi, and they were constantly doubting their decisions.
However, they eventually decided upon the mysterious female who had helped the Third that long year ago, and eventually found her facing the Beast of Iwa. After they suggested their idea, the orange haired woman had stared at them for the longest time, as if they'd gone senile. Regardless, Tsue Hitomi was initiated in a month's time as the Fourth Tsuchikage.
Hitomi may be a female, but she certainly didn't let things slide. She took them head on, believing in strict discipline, and starting out with conflicts as they came at her, starting with the poverty that threatened Iwagakure's economy.
Thus, she developed her plan with agriculture, offering poor families land grants, as to where for two years, they paid a quarter of their crops fare to the Iwa Treasury. And in these past three years, the Economy has risen, as well as the trade routes with other countries, and the crime rate slowly declined. Despite being a female and being possibly the second youngest to rule, Hitomi has earned a lot of trust from her village, as well as removed the social class system that had been established in the Second Tsuchikage's years.
No longer would people be looked down upon for living in a certain district, and most of the walls that had kept people out of certain areas of town had been removed, giving people the freedom to roam the city as they pleased. This however, only increased the crime rate in richer parts of Iwagakure, which eventually led to a massive amount of families wanting to enroll their children in the Academy, so they could protect their treasured items.
Thus began Iwagakure rise as a better village, and as one of The Great Five Shinobi Villages.
